Did you ever got puzzled as to why you can't create/edit/delete a poll sometimes?
This is because of the lack of privileges in the poll module. General users who don't have privileges in the poll module cannot access these options.
If you believe this is a mistake, you should ask your admins to grants you the privileges to poll module.
